The Founder
Built from Experience. Driven by Standard.
William Powers III brings more than two decades of hands-on experience in the corporate retirement plan space to The Powers Framework™ Method. As a licensed financial advisor holding both the Series 7 and Series 66 designations, William has spent his career working directly with plan sponsors, fiduciary committees, and institutional advisors — observing firsthand where governance structures hold, and where they quietly break down.
Before his financial career, William served in the United States Army as a Sergeant (NCO) in Satellite Communications, assigned to a mobile nuclear missile unit and holding a Top Secret Sensitive Compartmented Information (TS/SCI) security clearance. Operating at that level demanded an uncompromising standard of precision, documentation, and accountability — where ambiguity was not an option and every decision carried consequence.
That military foundation is not incidental to The Powers Framework™ Method — it is foundational to it. The same discipline required to operate in a high-stakes, zero-margin environment now drives William's conviction that retirement plan governance must be structured, documented, and defensible at every level.
The Powers Framework™ Method was built to close that gap — drawing directly from William's experience in the field to give retirement plan committees a measurable, defensible, and continuously improving governance system grounded in five institutional pillars.
The Mission
To elevate retirement plan governance from activity to institutional excellence — measured, structured, and defensible at every level.
The Philosophy
Governance Is a Discipline, Not a Checkbox.
William's approach is shaped by two careers built on precision and accountability. As a U.S. Army Sergeant assigned to a mobile nuclear missile unit — holding a Top Secret SCI clearance and serving in Satellite Communications — he operated in an environment where structure was not a preference, it was a requirement. That standard of disciplined, documented execution is the backbone of The Powers Framework™ Method.
The Institutional Governance Scorecard™ — the centerpiece of the Framework — gives committees a clear, objective measure of where they stand across the five pillars, and a structured roadmap for continuous improvement. It is not a theoretical model. It is a practical tool built from more than two decades of real-world advisory experience.
"The gap is rarely intent. The gap is architecture."

Core Beliefs
Guiding Principles
Benchmarking Discipline
Governance without measurement is opinion. Every recommendation is grounded in peer benchmarking and institutional data.
Structural Clarity
Roles, responsibilities, and decision-making frameworks must be explicit — not assumed. Architecture precedes execution.
Continuous Improvement
Strong governance is not a destination. It is a disciplined, ongoing commitment to measuring and raising the standard.
Fiduciary Defensibility
Every process, decision, and oversight action must be documented and defensible — to regulators, auditors, and participants alike.
Documentation as Governance
If it is not documented, it did not happen. Complete, contemporaneous records are the foundation of institutional governance.
